The mystery of the fencing opposite the war memorial

At the beginning of January, persons unknown erected fencing around the drainage ditches on the western side of of the A4155 opposite the war memorial.

According to OCC officers, this wasn't done by Taylor Wimpey, Westbourne Homes or OCC.

Can anyone throw any light on the mystery?

Maybe Harpsden Parish Council? 'Health & Safety' due to ditch?!

I spoke to the two contractors that were erecting the fence and they informed me that they were working on behalf of "the council". I presumed it was South Oxfordshire Council.
