Sunday morning high decibel industrial/commercial machinery noise in the village

Could neighbours please be respectful and less selfish.  Last Sunday I was very ill in bed when at just after 9am my bungalow started vibrating with extraordinary loud noise, as loud as if the road was being dug up outside.  It turned out to be adjacent neighbours using a stump grinder on several stumps just metres from my bedroom window which vibrated down the tree roots under my home.  Later on that morning what appeared to be a contractor was in their garden.  Hire companies advise that stump grinders are so high decibel that you should alert neighbours before you use them, I was very close to the source of the noise in my bed and I have already had a major ear surgery in the past.  Questionably unlawful but because it was a one of incident SOEH aren't taking action on this occasion.  It also transpired I am very sick with acute abdomen, I collapsed on Monday night with 103 temperature and have been off sick this week; getting so stressed and upset about this last Sunday couldn't have helped my condition at all.

I omitted to put in my post, I have just amended my post, that the noise started just after 9am.
